Kelly Ebbing, MSN, RN, CV‑BC, serves as the Senior Program Manager for the Advanced Illness Programs at Hospice of Cincinnati. A seasoned healthcare leader, she brings extensive expertise in Palliative Care program development, healthcare administration, quality improvement, and population health. With more than a decade of healthcare leadership experience, Kelly has become a driving force in expanding and elevating Palliative Care and advanced illness services across diverse care settings.
Kelly provides strategic and operational leadership for the Palliative Care programs at Hospice of Cincinnati/ HOC Navigators. She has led major expansions of hospital‑based Palliative Care across multiple healthcare systems and guided the continued growth of community‑based palliative services. Her leadership has resulted in improved patient access, enhanced provider Advance Care Planning documentation, and strengthened system‑wide quality outcomes. Kelly also oversees Advance Care Planning Facilitator training for healthcare professionals, advancing communication excellence and shared decision‑making throughout the region.
Beyond Palliative Care, Kelly directs innovative Population Health medical programs that support skilled nursing facility residents and home‑based primary care patients. Her initiatives focus on reducing hospital and emergency department utilization while expanding access to essential resources for a fully capitated Medicare population. Her work emphasizes patient-centered care, coordinated service delivery, and the design of transformative care models.
Kelly earned her Master of Science in Nursing with a specialization in Nursing Administration from Mount St. Joseph University in 2021, where she received the prestigious Jane Swaim Nursing Administration Award for excellence in leadership and healthcare systems management. She earned her Bachelor of Science in Nursing from the University of Cincinnati in 2007 and achieved cardiovascular nursing certification in 2015.
