Two health plans are at the forefront of driving palliative care capabilities in their network hospitals.

The Better Care Playbook published a blog today describing how two innovative health plans used their hospital value-based purchasing programs to improve access to hospital-based palliative care for their members with serious illness. Highmark Blue Cross Blue Shield and Anthem, Inc., have included palliative care measures in their overall hospital quality programs, the former focusing on rates of palliative care consultations and the latter reviewing structure and process aspects of hospital-based palliative care, including all-staff training. Both plans have seen significant improvements in hospital performance and person-centered care.
