Post Physician oversight of NP for inpatient consults

We are developing our business plan for a community hospital in northern Michigan. Our proposal is for an NP led Palliative Medicine Consultation Service in a scatter bed design with SW and chaplaincy and collaborative physician advisor. We have recently been informed that all midlevels (APN's and PA's) cannot see a patient on their own...the physician must see the patient and co-sign their charting for all inpatient consults and follow up visits. This mandate was due to a recent state survey. It is my belief this is inaccurate but am looking for other Michigan based programs that have been surveyed by the state recently. If we must budget for a physician to see the patients as well it will impact our business plan immensely. Thank you for your assistance.
