Post Trend units to justify FTE increase

Would like to know what others are using as trend units to help justify increase in FTE. I've tried to used the estimator for staffing available from CAPC, but administration declined my request to add an additional FTE for this next fiscal year. Our palliative care program is almost 5 years old and growing rapidly. We have 2 FTE(nurses)for the program, we utilize the hospital social worker and pastoral care staff for consults and have a 0.2FTE (Medical Director). As of today's date we have seen 697 new consults this Fiscal year. We are averaging 60-70 consults/month. Any help would be greatly appreciated.
