WOW! That is an incredible load you are carrying. The best resource for you to find hospice industry staffing standards is the NHPCO Website. On their website they have a section entitled "Hospice Statistics and Research." In that section there is a national data set that is a compilation of approximately 800 hospice programs. Staffing ratios are included in the data set. In our community we have a hospice program with a similar ADC and a 9 bed hospice facility and they are staffed by 3 FT and some part-time physicians to cover the scope of their services including consults, home and nursing home visits and the inpatient hospice facility. Sounds like some negotiation is in order. Hope the "Data Set" is helpful.
