Post Private Palliative Practice with Hospice

I am contemplating starting a private palliative care practice providing consultations in office, home visit as appropriate and recommendations for hospice appropriateness. My intention is to additionally start my own hospice agency and provide the care as the medical director. To your knowledge is this legal and if not why? How do Stark Laws come in to play here? As a consulting physician and the hospice referral likely would come from the referring doctor does this change anything? Is anyone out there doing this at this time? Thanks for your input.
