I would encourage you to be very cautious anticipating that you would want to do both--Palliative Care and Hospice. There are very clear guidelines about requirements for starting a hospice program defined by Medicare and the Joint Commission. There could be the potential for the appearance of a conflict of interest in providing both. I would encourage you to consult a health care attorney as well as the Medicare guidelines. The manuals are pretty thick outlining requirements for a certified hospice program.
