Might your committee be open to the possibility of doing this work as an improvement activity, rather than research involving human subjects? Are you mainly aiming to improve things where you are working (and take the insights gained to other settings), or are you mainly aiming to learn something for use elsewhere (and just "using" this site")? IF the honest answer is the former, then learn CQI methods, control charts, sustainability strategies, realistic evaluation, etc. I know that many PhD committees won't stomach these (to them) novel methods, but it's worth a pause to consider, since they are much more effective (if the aim is improvement)
