Post Inpatient credentials for ER docs

Has anyone else coming from an ER background been having difficulty with credentialing at their hospital for inpatient consults etc? My hospital's credentials policy limits ER docs to "outpatient care only". The only work-around seems to be to petition the hospital board for a change in the bylaws. Does anyone have a free standing Palliative Care credentialing track or other comments of how it works elsewhere? I fear that tacking on additional credentials under the auspice of the Dept of EM may be too risky in light of the fact that the ER contracts are frequently threatened.
