Another way to think about this would be this: If in response to the guidelines, your program adds a component (e.g., a chaplain) or makes some other change, then evaluate that with appropriate process measures (e.g., when / where / how / with whom is the chaplain is involved in caring for the patient / family / PC team) and outcome measures (e.g., improved patient / family satisfaction with having emotional, existential, spiritual, religious needs met).
