I would ask who the program manager reports to, perhaps this person could be under that umbrella.
We do not have inpatient units and are really in the beginnings of growing our program but we have an RN (myself) who currently reports to Case Management. There is good support from the CM Director that helps me to be able to trigger for referrals and do education in and out of house. If reporting to PC managers supervisor would not work maybe there is a way to develop, under your current system, a clearly defined role and reporting structure. Other models taht CAPC told us of in our training was Pastoral Care or Nursing. It will depend on the culture of your institution. Hope this helps.
