I know that this is off the original subject but is following the thread...are there any other reasons why "free" palliative care shouldn't be given? I know that many advocate not doing it, especially important considering the hospice/Medicare free care clause but are there any other reasons besides that?

Yes. First of all, palliative Care is a legitimate medical subspeciality - part of establishing its place and legitimacy is rendering and documenting quality services and billing accordingly. Secondly, the legal and regulatory issues identified in the earlier responses should be not be under-estimated. A good reference resource on these matters is found in the recent CAPC/NHPCO publication: Navigating Palliative Care: Positioning Hospice for the 21st Century. It would be important for you to determine specifically what you would hope to accomplish by giving 'free' palliative care and to test those objectives in terms of their programmatic, financial and legal consequences.
