Post Pain teams vs. palliative care teams

Is it typical for palliative care teams to also see routine pain consults in patients with no serious or critical illness (for example: chronic back pain or acute post-operative pain)? We are in the process of expanding our program and we have no pain management support. We also have limited resources and don't want to limit our time with patients with complex needs/serious illness by having to also take care of acute pain issues in the hospital. What are other programs doing?
