My understanding is that it is not typical. Especially if you are early in the process of expanding your program and don't have the manpower to do so. I believe it is better to define your roles/responsibilities very narrowly and to do them well than to try to spread yourselves too thin. You can always expand in the future.

At our program (VCU/Massey), we do cover all pain consults as well as palliative care consults throughout our institution, but we have the manpower & mandate to do so. (In fact, my position was largely born out of the need to be able to cover all pain consults to improve pain management throughout our institution.) Hope this helps.
