I would look to determine exactly what resources are available, who can help you ie government, NGO's, then plan on training to get allies and more resources.An out pt clinic is a start but an in pt service may be easier to start depending on your situation. I would enjoy brainstroming with you,Pat

The May 2007 issue of the Journal of Pain and Symptom Management is dedicated to international palliative care development. Nineteen countries, some third world, published articles with details of their programs. There are also articles that focus on models of care, funding, national policy, etc. Hopefully you will find ideas, implementation strategies, lessons learned. Mary Wheeler
