Are there established norms or standards for pain control in hospital based palliative care programs ? e.g. % of patients acheiving pain goal level within 24 or 48 hours, or % of patients achieving a reduction of at least three points on a 10 point scale within one or two days after consult ?

You raise an important question about relevant clinical outcome measures. The paper "Center to Advance Palliative Care Palliative Care Clinical Care and Customer Satisfaction Metrics: Consensus Recommendations" outlines the current state of measurement in palliative care, data examples, process and outcome measures, including symptom scores. Outcome measures for pain are challenging due to multiple influencing patient and setting factors. One consideration related to measuring time to improvement is whether the palliative care team is directly managing the symptoms, or relying on the managing team to enter orders. Collecting the data you suggest may give you a helpful picture of your program and be useful for an internal quality improvement initiative.
