Post pain control benchmarks

Are there established norms or standards for pain control in hospital based palliative care programs ? e.g. % of patients acheiving pain goal level within 24 or 48 hours, or % of patients achieving a reduction of at least three points on a 10 point scale within one or two days after consult ?
