Post Palliative's financial impact on Acute Care Rehab

We're finalzing a system policy re attending to patient palliatve care needs. Our acute care rehab hospital responds that the policy will negatively impact their Medicare reimbursements. Where do I turn for further information? Acute care rehab hospital sites don't appear to highlight palliative care.

we have similar problem in subacute unit in snf. Patient admitted for "rehab" not strong enough to do rehab but too stable for GIP. Difficult to achieve high enough RUG score. Any ideas
