Post ICU physician as part of consulting team

We are putting together a new PC service at an academic medical center where each member of the service would become a contractual employee of our PC organization. One of the physicians who wants to work on the service is the Director of the ICU. If he consults the PC service for an ICU pt, is it billable? I have been advised that since he is part of the group, he cannot consult another PC team physician. We'd really like to have him on the team, but are afraid it would prevent us from consulting in the ICU. Ideas? Thoughts?
