Does this mean that consulting physicians no longer bill for consultation services through hospice?

Medicare no longer accepts claims with CPT codes 99241-99245, 99251-99255 there are no acceptions to this rule. If your providers were billing their services with any of those CPT codes you will now have to submit an appropriate cross code.
99253-99255 cross to 99221-99223 for inpatient hospital.
99241-99245 cross to 99201-99205 or 99211-99215 for outpatient/clinic.
99241-99245 cross to 99281-99285 when performed in an ER
