My hospital is telling me they cannot provide financial support for palliative care physicians due to Stark Laws and federal "no-kickback" regulations. Is this true? How are other programs getting around this? Although our hospital has some residents and students from two local medical schools, these medical schools have already hired PC docs at other surrounding hospitals where they send the majority of their students/residents. Ideas?

I'm not clear by what you mean when you talk about "financial support". It is important to consider palliative physicians in the same light that you would consider other hired or contracted physicians. Therefore the same rules would apply. Many palliative physicians are hospital system employees, some are contracted by the system. Physicians can bill medicare and other third party payers for the services they provide. As to the resident and med student rotations, residents generally rotate through palliative medicine as a part of their rotation with internal medicine, family medicine, surgery, etc. Medical school rotations are generally established independently between the university and the palliative program. Our system hires them as employees.

I think it would be the same way they contract with Pulmonary physicians for ICU suppervision.
